Who are we?
Quite simply, we represent the Isle of Man's construction industry. We are here to work together with the government, consultants, contractors, developers, tradespeople and the general public to develop and promote this exciting and growing sector. It is our goal to help the industry in any way we can.
What is the mission of Construction IOM?
A committed Housing and building professional, with over three decades experience of working within the field of Construction, Housing, Planning, Community Engagement, and management facilitation. She has worked across numerous organisations in the northwest of England prior to moving to the Isle of Man in 2008 to take up the post of Director of Estates and Housing within the then Department of Local Government and Environment.
Serving in Government for over fourteen years, she left in 2021 to set up her own company Reayrt Noa and was invited to work for Jersey Government to spearhead the development of a new National Housing and Regeneration team, which is successfully delivered in December 2022.
A Fellow of the Chartered Institute of Housing with a proven track record in Project delivery, policy and strategy development, an experienced facilitator delivering regeneration, cross-agency working and strategic partnerships.
Managing Director Excel Group Ltd
Gary brings a wealth of experience, skills and knowledge gained in the UK construction industry over 30 years, having lead project teams in the delivery of high-profile public and private sector construction projects in the Commercial, Hospitality, Retail, Education and Residential sectors.
Predominantly based in London and the midlands, Gary moved to the island in 2014 forming Excel Construction Group, an IOM focused principal contractor and architectural practice and retaining an interest in the UK as a specialist envelope contractor.
Gary has a keen interest in assisting CIOM in developing the industry on the island, through improvement of skills, education, management and innovation.
Derek Clarkson is a qualified Civil Engineer. Derek entered the industry after qualifying as a Civil Engineer at University in Glasgow, Scotland. After working on major projects including the Millennium Project in the UK, Derek took the opportunity to work oversees; working in the South Atlantic as far as the Falkland Islands. After moving to the Island in 2002, Derek completed various major infrastructure projects. In 2004 Derek undertook the Projects Director role for a local company in the Construction, Civil Engineering and Demolition/Asbestos Sector. In 2016 Derek Started his own business CCJ Group Limited, which has rapidly grown to a sizable Project Management, Civil Engineering & Construction Company. Derek is also the founder and Director of Adept Services Limited and his most recent business ‘LoveYourHome.im’ Limited. Derek has an array of construction & Health & Safety Training/Qualifications.
Projects Director Stewart Clague Services Limited
Gary joined SCS in 1990 and was appointed to the SCS board in 1998. He has over 30 years’ experience working in the facilities management, building services and the construction industry on the Isle of Man. Gary achieved membership of the Chartered Institute of Builders in 2005 and has been a previous chair of the CIOB Isle of Man Branch. Gary is the construction sector lead at the Isle of Man Chamber of Commerce and has previously held the position of chair of the IOM Construction Forum
George is an inhouse Architect with Hartford Homes. He has over 30 years of experience in the industry having previously held the position of director is various private practices in the UK and on the Island, with experience of projects of varying sizes. He has practiced on the Island for over 20 years, including designing a number of large Government Capital projects. His current role sees him interacting regularly with the planning system, and addressing climate change matters in Hartford Homes designs, particular with regards to sustainability and ecology. His position gives him a broad view of the industry, ranging from addressing issues that may arise on sites, to interactions with policy makers, and the ability to ‘join the dots’ to develop solutions.
Jon is a Director of Augment Limited, an innovative accountancy and advisory practice dedicated to helping construction businesses thrive with tailored, real-time financial insights and streamlined workflows.
With over 30 years of combined expertise at Augment, Jon—a Chartered Accountant—specialises in using digital solutions to save time and reduce costs for construction businesses, offering proactive support that goes beyond the basics. Jon helps Construction Isle of Man members make sense of their numbers to drive smarter decisions, whether it’s optimising cash flow, enhancing profitability, or navigating VAT and CIS requirements with confidence.
Jasmin is Director of McGarrigle Architects RIBA chartered practice, established in 1999. Jasmin is a fully qualified Architect, registered with the Architect Registration Board ( ARB) and the Royal Institute of British Architects ( RIBA). She returned to the Isle of Man in 2022, previously working at Commercial and Boutique Architectural practices in Manchester.
Martin has a wealth of experience specialising in the Design / Installation & Maintenance of Renewable Energy Technologies such as Solar Pv Systems Including Battery Storage / Ev Chargers / Air & Ground Source Heat Pumps. Martin has applied these applications on Domestic / Commercial properties here on the Isle of Man and is the co-owner and managing director of ‘Manx Solar Electrical Ltd’
Qualified as an Electrical / Electronic Engineer in 2001 and became an approved Part P registered electrician in 2006. He sought further education in the Renewable Energy sector in 2008 and after successfully completing off-Island training courses in Chesterfield, Martin achieved certification in the Design / Installation and Maintenance of Solar Pv technologies and became the first MCS approved registered installer of Solar Pv Systems registered here on the Isle of Man since 2010.
Additional approved qualifications include: Tesla Powerwall Battery Storage Systems / Tesla & Zappi EV Chargers / Ground & Air Source Heat Pumps
Brian is a Partner at Bell Burton Associates, Chartered Quantity Surveyors, Project Managers and Cost Consultants. A Fellow of the Royal Institution of Chartered Surveyors, a member of the Association of Project Managers and an NEC3 accredited Project Manager with 30 years’ experience in the Isle of Man’s construction industry. A former Secretary of the Isle of Man Construction Forum, Brian is Construction Isle of Man’s first Chair.
Gordon has over forty years’ experience in Civil, Structural and Project Engineering / Management. Combined with extensive site experience in the UK, Hong Kong and the Middle East, his commercial awareness and business management skills ensure a well-grounded Director of the Consultancy. Gordon is the Director of Burroughs Stewart Associates, responsible for the day to day management of the office
Managing Director of NK Construction a local family run construction business formed in 1980. Les joined in 1982 as an apprentice joiner aged 16 and eventually took over the business from his father, growing it into one of the largest construction companies on the Island. Les has been a member of the Construction Federation and before that the Employers Federation for over 15 years, having previously held the posts of President and Vice President.
Jonathan qualified as a quantity surveyor in 1995 and has over 25 years experience of working in the construction industry on the Isle of Man. Working for various contracting companies and latterly working for the Prospero Group providing services to their client portfolio in the commercial sector heading up a department which manages the installation of new mechanical services, electrical services and repairs/refurbishment of the building fabric.
General Manager, Island Aggregates Ltd & Island Cement Ltd. Stephen has over 20 years’ experience in the construction materials sector working in Great Britain, Northern Ireland and since 2013 the Isle of Man. At Island Aggregates, he oversees the Island’s largest quarry at Point of Ayre along with downstream ready-mixed concrete and block operations. Island Cement is the island’s main importer of bulk and bagged cement. Stephen is a past Construction Sector Lead at Isle of Man Chamber of Commerce and currently represents the industry on the Department for Enterprise’s Business Isle of Man Agency.
Peter established SafetyNet Ltd in 2002 and as such is the longest serving Health and Safety Consultant on the Island. He provides Health and Safety support and advice, as well as delivering Health and Safety Training to a wide range of Clients here on the Island.
Peter was instrumental in establishing the Association for Project Safety (IOM Branch) here on the Island and an experienced Asbestos Surveyor/Consultant, he has given major presentations on Asbestos on behalf of IOSH.
Peter has more than 20 years’ experience of Health and Safety in the Construction Industry and has worked on major Capital Projects.
Before coming to the Isle of Man Peter lectured in Health and Safety at Manchester University training up enforcement officers. He also worked as a Senior Health and Safety Inspector in the UK for many years.
Kirree joined the Department for Enterprise in 2018 as part of the Business Isle of Man team working as Business Development Manager. Kirree currently has responsibility for Construction, Engineering & Manufacturing and Energy & Cleantech sectors, assisting businesses to grow and develop.
She has a wealth of business experience working globally in shipping and aerospace. Kirree started her career with Shell on their oil and gas carriers as a Deck Officer, then in shipping operations, recruitment and management development. After a career break, she returned to work for Assystem, an Engineering Solutions provider as a project manager and then as business manager managing the IOM and Prestwick offices, managing a large team of Engineers working directly for Airbus, Spirit, Bombardier and Safran, on aircraft including A320, A350, A380, A400M and Global 7000/8000.
Kirree holds a Masters Degree for Business and Administration from Warwick University.
Kirree enjoys being able to use her skills, knowledge and passion for the Isle of Man to support the sectors and individual businesses to ensure the Isle of Man is a prosperous and vibrant place to live and work.
Kirree is keen to support Construction Isle of Man in developing skills, improving quality, and assisting businesses.
Sam is the Head of Faculty for Environment and Sustainability managing the Construction and Engineering departments at UCM. Before moving to the Isle of Man, Sam began her career as an IT business systems analyst and then a project manager working in the insurance sector, she has also been an elected representative on her local council and a board member on the town’s acute hospital trust. She moved to the Isle of Man in 2007 and joined UCM in 2011.
Since joining UCM she has gained lots of experience working with students across all qualification levels, who have studied on many diverse courses, she has seen the value of vocational education and apprenticeships both for the individual and the wider community.
Sam is a Chartered Manager and has been on the board of Construction IOM since 2011. She is looking forward to continuing to work with the board and the wider industry to support skills development on the Isle of Man.
Adele is Construction Isle of Man’s office administrator. Adele has worked for the organisation for 14 years and is a key part of the team, responsible for the administrative side of Construction Isle of Man, including liaising with members, organising short courses construction cards and CPD.
As a result of these discussions, and after a two-year lead-in period, CIOM has made an important decision. Effective 1st October 2024, all companies wishing to be included in the Renewable Energy Contractors accredited category will be required to be certified under the Microgeneration Certification Scheme (MCS).
